Published under difficult conditions: “The publication of this handbook has been unduly delayed owing to the war which broke out in Palestine shortly after the completion of the text and which, unfortunately, is still in progress at the time of writing. The bombing of the pritning press at which the manuscript was already once completely set, necessitating its being re-set elsewhere; the shortage of paper as a result of explosions in Jerusalem and the breakdown in communications with the rest of the country over a prolonged period … the severe cuts in electric power … its publication … now practically coincides with the termination of the Mandate. As a result, certain passages in it relating to the British Government are no longer valid. ” - p. III.
