Title translates as, “Regulations for Operations in the Savings and Loans Funds: 1932.” "The number of Jewish mutual loan banks in Romania rose during the 1920s. The highest numbers were seen in 1930, when Romania had 87 Jewish mutual loan societies, with 64,000 members, most of them in Bessarabia, which before 1918 had been part of the tsarist empire….In the interwar period, of the more than 30,000 clients of Jewish cooperative credit banks, 3,600 were farmers—Bessarabia was second at the time only to Palestine with its numbers of Jewish farmers” (YIVO Encyclopedia).
